The Canadian royalty requirements for educational use of published materials have been revised and updated as presented in detail in the official document:
Statement of Proposed Royalties to Be Collected by
Access Copyright for the Reprographic Reproduction,
in Canada, of Works in its Repertoire
The royalty is based on the number of full-time students enrolled at the educational institution. The annual fee is $45 CAD per student for universities and $35 CAD for other educational institutions, payable in three installments through the year. There is a detailed reporting requirement for 15 items including course name, start and end dates, number of students, titles and ISBNs of each published work used, etc. These reports must be files monthly.
You can read the full document by clicking on the link above. As is the case for all official Canadian government documents, it is written in side-by-side English and French. (An interesting sidenote is that the English is often noticeably shorter than the equivalent French)
Alto's Digital Publishing solution, which incorporates full document bibliographic description and copyright management, is already set up to handle the reporting and accounting requirements of the Access Copyright regulations. We are in the process of comparing our existing support for this process to the new regulations to see what, if any, minor additions or changes we need to make to be fully compliant. Users who are under software maintenance will have access to any new releases required for this.
